2002 - Present Project Manager/Analyst, Northern Economics, Inc.
Projects include:
- Project Manager and analyst, conducting financial analysis and pro forma financial statement preparation for an in-progress dock expansion for the Bristol Bay Borough. Tasks include revenue analysis, balance sheet review and Monte Carlo simulation and sensitivity analysis of historical and projected cargo movement across the dock.
- Project Manager, Su Valley High School, Matanuska-Susitna School District. Analyzed the financial feasibility of a stick-fed boiler system for potential use at the new HS, located south of Trapper Creek. A resource inventory of forest owners within a 30-mile radius about the school provided biomass estimates, by species, volumes, quality, and projected cost at the burn point. Conducted a sensitivity analysis using Monte Carlo simulation to locate potential project constraints.
- Contract Project Manager, fuels reduction, for the Anchorage Soil and Water Conservation District, 2004 to present. Provided oversight of Anchorage-based woody debris removal and treatment at the Anchorage Woodlot. Prepared pro forma financial statements, end of year project reports, and submitted reports to Board of Directors. Analyzed potential uses of woody biomass, including composting, wood pellet manufacture, and combustion.
- Forester, Matanuska-Susitna Borough forest inventory, appraisal, and reforestation analysis, assisting Sanders Forestry Consulting. Provided analytical and statistical analysis of field sampling for approximately 100,000 acres of borough ownership, along with timber appraisal using Uniform Standards of Professional Appraisal Practice. Completed statistical analysis of seven-year old regeneration survey at Chijuk Creek, using State of Alaska statutory methods and mapping.
- Project Manager, Upland Development and Leasing potential, Port MacKenzie. Prepared for the Matanuska-Susitna Borough Economic Development Department, this project compared three Pacific Northwest Ports and three in-state ports for development, lease rates, and potential types of businesses suitable for Port MacKenzie. A 50-year period formed the working base for this in-process work, along with three levels of development and a sensitivity analysis using the software @RISK.
- Project Manager and analyst, two rounds of biomass grant applications submitted to the Alaska Energy Authority. Conducted discounted cash flow analyses of both applicants--and analysts--estimates of biomass energy projects, in all parts of Alaska. Developed spreadsheets and project summaries, and assisted the Energy Authority with scoring of certain submitted projects.
- Project Manager and lead analyst on a project conducted for the Foraker Group to develop a standardized approach for presenting building cost estimates along with a general template. Developed several flowcharts and cost models, including a model tracking costs from concept development through building design, and eventually leading to construction. The approach was designed to help both applicants and project funding partners evaluate and compare building cost estimates by using standards of practice for developing more accurate and credible cost estimates. The Foraker Group worked with three partners that fund new buildings in Alaska: the Rasmuson Foundation, the Denali Commission, and the Alaska Mental Health Trust.
- Project Manager, Hatcher Pass Financial Analysis. Assisted with financial analysis of the most recent (2008) proposed Hatcher Pass development. Based on industry standards, market analysis, and ratios drawn from regional and in-state ski areas, the work entailed preparation of pro-forma financial statements. Developed several start-up balance sheets, with four different types of fee and revenue structures that were blended into project income statements. Prepared three levels of break even analysis, from a cash basis to full GAAP accounting. Also conducted peer review of the full report for the Borough's prime consultant.
- Project Manager, Farm Exhibits Building Market Analysis. This project for the Alaska State Fair non-profit organization assessed possible multiple uses of the State Fair Farm Exhibit Building, such as conventions, proms, church meetings, and so on. The report was based on secondary market information and provided background, location, and information related to potential uses of the Farm building, as well as indications of market segments, uses, and possible revenues.
- Project Manager, ANTHC Heavy Equipment Shop Business Plan. Assisted with financial analysis of heavy equipment shop, located in Anchorage, and project lease rates charged to projects throughout Alaska. Prepare pro forma financial statements, draft report text, reviewed main business plan text, and meet with clients to answer questions about results.
- Northern Economics Project Director. AWWU Financial Modeling. Assisted with financial modeling of possible rate and cost alternatives of Anchorage's Water and Wastewater Utility operations. Mapped the existing AWWU financial model (46 spreadsheets) and developed a 6-sheet model based on input from AWWU balance sheet and income statement projections. This work included sensitivity analysis using Palisade Software's @RISK modeling program. Documentation included worksheet comments, a User's Manual, and flowcharts showing data flows throughout the model.
- Project Manager, Valley Community for Recycling Solutions. Conduct research, surveys, interviews, financial analysis for business planning. The not-for-profit VCRS, based in Wasilla, will be expanding its operations and needs to size its proposed facilities and operations to fit market needs. In process.
- Project Coordinator for study analyzing the potential costs of Ultra Low Sulfur Diesel (ULSD) fuel in rural Alaska. Costs of complying with the forthcoming EPA rule (to switch to ULSD in 2010) were developed from refineries in Alaska and Anacortes, Washington, along delivery channels (barge and air) to delivery points in regional hubs, towns, and small villages. Cost impact on households was a key factor with both power and heating costs developed for the 151 communities. The project was conducted for the State of Alaska, Department of Environmental conservation, Division of Air Quality to augment human health needs.
- Project Coordinator, ANGDA Business Plan. Assisted with financial analysis, research and report writing and coordinated overall document integration of business plan and appendices. Made presentations to ANGDA's board of directors.
- Fort Yukon Business Plan. Tasks include developing monthly utility rates, working with the City Manager, along with draft ordinances that guide connections, delinquent accounts, and right of entry for maintenance, etc. The main deliverable is a Business Plan, using the RUBA template, augmented as needed with additional material.
- Project manager, researcher and author for study of vegetables prepared for the Alaska Farm Bureau Mat-Su Chapter. The first project phase included a market analysis of consumer preferences for fresh and frozen vegetables. The second phase included development of a proposed business plan for marketing vegetables.
- Project manager, researcher and co-author of study for the City and Borough of Yakutat determining the feasibility of, and creating initial plans for, a new multipurpose building by assessing the likelihood of several potential sites, capital costs for new construction, and operations and maintenance costs for building occupancy
- Valuation services, DeLong Mountain Transportation System, project manager. Provided valuation and analysis of potential purchase of road and portsite used by Red Dog zinc mine.
- Valuation services, Matanuska-Susitna Borough Forest Inventory. Provided valuation of commercially operable timber, within context of current market and existing logging and manufacturing facilities.
- Contract project manager for Anchorage Soil and Water Conservation District's Fuels Reduction program. Work includes program development, field sampling, GIS mapping integration, contract preparation and administration, and results reports.
- Rural development opportunities, costs, and logistics of shipping and marketing new domestic water supplies outside of Alaska. Conduct a literature search of government and private studies and reports from the past 10 years. Tasks include: identification and analysis of three market segments: bulk water, non-premium bottled water and premium bottled water; analysis of competition for potential Alaska water exporters; specification of Alaska's water export potential and analysis of bulk water transportation; development and analysis of the regulatory framework for processors, both state and federal; and projection of likely costs of distribution and marketing, development of capital and operating costs, and preparation of a set of pro forma financial statements. - Business Management assistance and trade adjustment work with The Valley Sawmill, Point MacKenzie and Anchorage.
- Project Manager, Market and financial analysis for a proposed expansion of an Anchorage Neighborhood Health Center facility. Work includes analysis of current client base, target primary and secondary market segments, census and population forecasting and ethnicity analysis. - Project Manager, Matanuska-Susitna Borough, agricultural facility economic analysis. Provided financial analysis and assisted Senior Economist with variables for Input-Output analysis using IMPLAN software.
- SR 105 Benefit-cost Outline--Phase 1. Developed a report outline and a skeleton decision tree model that can be utilized to analyze the selection of an emergency beach erosion strategy--Precision Tree software was used to develop the model.
- Project Manager and senior author, socio-economic analysis of proposed ferry between Anchorage and Port MacKenzie, Matanuska-Susitna Borough. Analyzed demographics, projected project area population, determined likely ridership and willingness to pay, and modeled market area by census district places.
- Lead aerial photographic interpreter, Shotgun Cove Feasibility Study. Delineated project area, order stereoscopic aerial photos, and interpreted forest cover types and slopes on route from Whittier to Shotgun Cove. Designated, mapped, and calculated areas of wetlands, suitable building sites, and potential commercial development. Summarized costs for net land acreage.
- Project Manager and lead investigator for Municipality of Anchorage Convention Center Proposal Process. Conducted view, analysis and independent analysis of two proposals submitted to the Municipality of Anchorage for construction of a new convention center. Project tasks included financial feasibility, market verification, forecasting and presentation of a series of written deliverables used to guide the process.
- Project Manager and principal investigator for Matanuska-Susitna Borough Asset Management Plan as related to its sand and gravel (earth materials) resources. Tasks include mapping potential gravel resources, field inspection, and preliminary quantity assessment, done in conjunction with geologist Tom Crafford. In-process tasks include an economic and financial assessment of current and future markets for aggregates in four primary areas of the MSB (North Parks, South Parks, Point MacKenzie, and Wasilla).
- Analyst and researcher for project to determine the port development potential for Port MacKenzie, located in the Matanuska-Susitna Borough, Alaska. Work includes researching domestic and global trends of selected mineral commodities (including gravel), determination of export potential for those minerals under various development scenarios, and report preparation. Work includes project management on field work for the 36,000 acres, data compilation and analysis, and loss appraisal. Tools used included MS Project for time and task management, MS Excel for quick data analysis, and MS Access for graphical information system (GIS) analysis of field and geographical codes.
