SELECTED CONTRACT RESEARCH EXPERIENCE
    Assessment of the Potential Benefits of Coastal Ocean Observing Systems to Alaskan Commerical Fisheries. Provided technical research to the Woods Hole Oceanographic Institution. Assessed the economic benefits of an enhanced coastal ocean observing system to Alaskan commercial fisheries with a focus on added revenues linked to improvement in fisheries management.

    Exploring Impacts of Climate Variability and Change on Coastal Activities. Managed Coastal Activities sector and provided technical assistance to University of Washington Joint Institute for the Study of Atmosphere and Oceans/ School of Marine Affairs Climate Impacts Group. Assessed economic and policy implications of strategies to mitigate impacts related to climate change and variability with a focus on coastal erosion and other storm-related hazards in Southwest Washington and Central and Northwest Oregon.

    Assessment of Natural Resource Values and Economic and Environmental Impacts of Management Plan Actions: Lower Columbia River. Managed, provided technical assistance, and prepared report for Lower Columbia River Estuary Program. Evaluated current natural resource values of services provided by the Lower Columbia River. Also identified Comprehensive Conservation Management Plan costs and environmental and economic impacts of selected actions.

    Assessment of Community Values for Water Quality Enhancement: Tillamook Bay, Oregon. Provided technical assistance and prepared report for Tillamook Bay National Estuary Project. Identified stakeholder values for the Tillamook Bay Estuary area, linked these values and costs to specific resource-management actions, provided input to the U.S. EPA’s national study of the benefits of water quality improvements and worked with staff of the Tillamook Bay National Estuary Project to develop broadly acceptable management alternatives as part of their Comprehensive Conservation Management Program.

    Economic Analysis of Contaminated Sediment Disposal. Managed, provided technical assistance, and prepared a report for the Washington Department of Natural Resources. Addressed the range of costs, damages, and benefits associated with the disposal of contaminated sediments on state-owned aquatic lands.

    Stakeholder Values for Salmon Restoration: An Application in Willapa Bay. In work sponsored by the U.S. Environmental Protection Agency, Corvallis Lab, applied multi-attribute utility theory to determine objectives, opinions, and values for salmon restoration held by Willapa Bay stakeholders. Also assessed trade-off opportunities among commercial fishermen.

    Economic Valuation of Wetlands. Provided technical assistance to the Washington Department of Ecology, Shorelands and Water Resources Program. Outlined basic concepts and illustrations of the economic valuation of wetland services. The study includes two case-specific applications of the substitute cost methodology to assess the value of flood protection in the Scriber Creek Watershed and the Renton Valley drainage systems.

    Northwest Straits National Marine Sanctuary. Designed and managed a socio-economic study for the NOAA Sanctuaries Research and Reserves Division. Collected and analyzed baseline economic and social data related to the Northwest Straits area and qualitatively assessed the social and economic benefits and costs of marine sanctuary designation.

    King County Water Resource Management. Managed, provided technical assistance, and prepared a report for the King County Department of Natural Resources, Water Pollution Control Division entitled “The Role of Environmental Valuation in Marine Water Resource Management.” The report is used by King County water resource managers as guidance in the use of economic valuation in the evaluation of benefits and costs of sewage system treatment alternatives, development of enforcement policies, and the development of education and outreach programs.

    Aquatic Restoration Monitoring Programs. Contributed sections on cost accounting and analysis to a report prepared for the U.S. Army Corps of Engineers, Institute for Water Resources, entitled “Guidance for Planning, Implementation and Management of Aquatic Restoration Monitoring Programs.

    Economic Valuation of Natural Resources Workshops. Designed and implemented a series of regional environmental valuation workshops for state and local coastal zone managers, planners and trustees, under the sponsorship of the National Oceanic and Atmospheric Administration, Coastal Ocean Program. Provided comprehensive information on environmental valuation techniques and their application to state and local planning and coastal zone management decision-making.

    Regional Approaches to Coastal Erosion Management. Identified coastal erosion management issues faced by Puget Sound public and private stakeholders, presented an overview of the current policy framework being used in Puget Sound to address coastal erosion, offered a list of alternative erosion management policies, and analyzed feasibility of market incentives as a regional policy alternative for coastal erosion management for the Washington State Department of Ecology, Shorelands and Coastal Zone Management Program.
