![]() Marcus Hartley’s April 2000 Presentation to the North Pacific Fishery Management Council National legislation urgently needed to mandate and fund fish harvesting employment data collection The industry known widely as Alaska’s second-largest employer is threatened by initiatives that could close major fisheries and destroy coastal economies. Agencies charged with determining reasonable harvest levels while sustaining resources are handicapped by the absence of a regular process to count fishing employees. Throughout the U.S., fishers are considered self-employed and are not included in state or federal employment and income data. Published statistics show a fraction of the actual number of fishers, and getting more accurate information depends on third-party estimates of the type that government routinely provides for other sectors. The cost of making reasonable estimates is considerable, and the cost of using incorrect information may be immeasurable.
